What employees within a midsized company usually have access to financial and other critical data?

Should a network/systems/database admin in an IT department have access to financial data in order to secure the data and make sure it is properly backed up? If so to what extent? What are general business standards? What employees within a midsized company usually have access to financial and other critical data?
Absolutely not. They do not need to see data to secure and back it up. You should only have access to that data that is relevant to your job function.

Even accountants only see the data that they need for their job function.
