What would be the correct statistical test for comparing state vs city unemployment data?

I am trying to find out if a specific cities implementation of an increase in the minimum wage has resulted in a statistically significant loss of jobs. I feel this is best compared to the states unemployment data to take into account yearly employment variations. I'm using 6 years worth of census data for both samples. What would be the best test to do this?
