Data usage limit means the amount of data you upload as well as download from the internet which includes net surfing.
The more you use the net the more data you use.
You will find the amount of data you use on the connection icon when you double click on it.
Whereas data download limit means anything that you download maybe any file, games, movies or whatever.
Surfing does not count in this case.
Data usage limit is provided by BSNL Data-One if you are living in India.
Data download limit is provided by Tata Indicom Broadband.

may or may not. They aren't being clear themselves. ISPs can limit your speed which would be download limit or they can limit how much you can download which would be data usage limit.
For example they could limit you to either 10 GB of traffic a month OR give you unlimited traffic with 2000 kbps download limit.

Yes they are the same although some ISPs have a maximum daily limit as well which they can set for torrent users who insist on downloading several gigabytes of movie and music files and hogging the network.
